Aizawl recently hosted the first-ever Regional Cooperative Reform Conference in Mizoram under the vision of “Sahkar Se Samriddhi” (Prosperity through Cooperation). The conference was organized by the Ministry of Cooperation as part of the government’s broader effort to strengthen cooperative institutions across the country, especially in the North-Eastern region.
The conference brought together representatives from all North-Eastern states, senior government officials, cooperative institutions, NABARD, NAFED, NCCF, NDDB, NFDB, and NEDFi. The event highlighted the government’s commitment to cooperative-led rural development and economic inclusion in remote regions of India.
The conference emphasized that the North-East possesses immense potential in sectors such as organic farming, fisheries, horticulture, bamboo products, spices, and forest-based enterprises. However, geographical isolation, low connectivity, and scattered populations have historically slowed economic development in the region.
The Ministry of Cooperation stressed that cooperative societies can become a powerful tool for empowering farmers, women, youth, and rural entrepreneurs. Cooperative models help communities collectively market products, obtain financial support, improve storage facilities, and strengthen local economies.
Special attention was given to strengthening Primary Agricultural Credit Societies (PACS), dairy cooperatives, fisheries cooperatives, and cooperative banking institutions. Discussions also focused on improving digital readiness and cybersecurity in cooperative institutions to make them more modern and efficient.
During the conference, Dr. Ashish Kumar Bhutani, Secretary of the Ministry of Cooperation, stated that policies for the North-East should reflect regional realities. According to him, the region requires customized solutions because of its unique geography and socio-economic conditions.
He emphasized that cooperative reforms must be flexible and adapted to local conditions rather than imposing a uniform national model. This approach is expected to improve implementation efficiency and encourage greater participation from local communities.
The Ministry assured all North-Eastern states of financial assistance, manpower support, and capacity-building programs to strengthen cooperative institutions and state cooperative banks.
One of the major highlights of the conference was the discussion on the World’s Largest Grain Storage Plan. The government aims to implement this initiative in mission mode across North-Eastern states to improve food security and rural infrastructure.
The conference also focused on strengthening market linkages for organic and indigenous products from the North-East. Cooperative institutions are expected to help local farmers and entrepreneurs access domestic and international markets more effectively.
National cooperative networks are likely to play a key role in promoting products from the region, thereby increasing farmers’ income and boosting rural employment opportunities.
National Bank for Agriculture and Rural Development (NABARD) highlighted the importance of cooperative societies in achieving inclusive and sustainable development in the North-East. NABARD also emphasized financial inclusion and expansion of cooperative credit systems in remote areas.
The workshop also discussed computerization of MPACS (Multi-Purpose Agricultural Cooperative Societies) and modernization of cooperative banks. Such reforms are expected to improve transparency, efficiency, and service delivery.
In addition, NEDFi presented strategies for cooperative development and showcased successful cooperative banking models from the North-East region.
The conference concluded with a collective commitment from the Central Government, North-Eastern states, and cooperative institutions to strengthen cooperative-led development. The initiative aligns with the government’s larger vision of “Viksit Bharat 2047,” which aims to transform India into a developed nation by 2047.
The conference demonstrated the government’s increasing focus on inclusive regional development, especially in geographically challenging areas. By empowering local communities through cooperative societies, the government hopes to create sustainable livelihoods and strengthen rural economies.
